Sentinel elevation

Is the elevation of Sentinel Point on the Pikes Peak quad measured from the BM or from the highest rock on the summit. Because if the elevation were measured from the BM the actual summit elevation should be 3' higher thus making it ranked.

The elevation is from the printed quadrangle, where the elevation is assumed to be the HP. As with most of Colorado's benchmarks, there is no marked elevation:
