Question about peak inclusion

If I go to the list for Colorado niners, I find St. Peter's Dome included. Yet, this same peak is not on the list of summits in El Paso County. How come?

The County Summits list shows only peaks with minimum 300' prominence, they are thus "ranked county summits". St. Peters Dome has only 100' prominence.
